Defendants, the Commissioner of the Suffolk County Department of Social Services and Suffolk County (collectively, “SCDSS”), appeal from an award of summary judgment to plaintiff, the Judge Ro-tenberg Educational Center (“JRC”), on its restitution claim for housing, educational, and legal services rendered to a disabled young woman (“RP”) on SCDSS’s behalf.
