‘This appeal is from an order dissolving a temporary injunction, previously issued at the instance of a property taxpayer, to restrain the county superintendent of education of Jim Wells county and the trustees of common school district No. 12, of said county, from using the district school funds to construct “living quarters” for the use of the teachers of the district school. Two questions of law are raised by the appeal: First, does jurisdiction over the controversy rest with the higher school authorities or with the district court; and, second, have the local school trustees authority…
