This suit was originally instituted in the Superior Court of New Jersey and removed to this court on the ground of diversity.
The complaint discloses that plaintiff is a municipal corporation. Acting within its governmental authority it enacted a certain ordinance prohibiting the carrying on of the business of storage of personal property for hire without first obtaining a license so to do.
