Under the ninth paragraph of the twenty-third section of the Act of May 8,1854, P. L. 617, it is provided that, “The directors and controllers of the respective districts shall have power to establish schools of different grades, and to determine into which school each pupil shall be admitted.” In accordance with this general power, under what is known as our common school law, the school directors of the borough of Hughesville undertook at different times to establish different grades in their schools and, as the evidence of their establishment, placed the record of…
