Willie Ervin Fisher appeals the district court’s dismissal of his petition for writ of habeas corpus, see 28 U.S.C.A. § 2254 (West 1994 & Supp.2000), in which he challenges his conviction in North Carolina state court for the capital murder of Angela Johnson.
