The plaintiff, OSF Healthcare Systems (the hospital), brought this action against both defendants: the City of Dixon (the city) and the County of Lee (the county). It claimed it was statutorily entitled to receive payment for medical expenses it rendered in the care of an arrestee. The court granted the hospital summary judgment against the city, denying the city’s own motion for summary judgment.
