The Secretary of Health and Human Services (the Secretary) appeals the district court’s1 order reversing the Secretary’s decision to deny reimbursement of $495,679 in Medicare “bad debt expenses” to St. Paul-Ramsey Medical Center (Ramsey). The Secretary argues that Ramsey failed to satisfy the requirements governing the reimbursement of “bad debt expenses” arising from the treatment of indigent patients.
