Plaintiff-Appellant John Briggs brings this age- and sex-discrimination lawsuit against the United States Postal Service (hereinafter “Postal Service”) after he failed to obtain a promotion to the position of Environmental Compliance Specialist. Briggs claims that a younger, female employee who was less qualified was awarded the promotion because of her sex and age in violation of Title VII and 42 U.S.C. § 1981.
