JACKSON, District Judge.

This cause having been heard, the court upon the evidence makes the following

Findings of Fact.(1) The complainant, a citizen of the United States, residing at Harpers Ferry, W. Va., was duly appointed a member of the World’s Columbian Commission from the state of West Virginia, under the provision of the act of Congress approved April 25, 1890 (26 Stat. 62), and thereafter on the 26th day of June, 1890, entered upon his duties as such commissioner at the first meeting of the commission at the city of Chicago, in the state of Illinois.(2) That the executive committee of…
