In a complaint filed in the district court in 1949 Tighe E. Woods, Housing Expediter, Office of the Housing Expediter, charged Charles Floto, doing busi-. ness as Floto Realty Company, and others, with violation of the Housing and Rent Act of 1947, as amended, 50 U.S. C.A.Appendix § 1896(b), in that he had collected from Calvin Johnson, a tenant in an apartment house in Kansas City, Missouri, the sum of $170 as a bonus over and above the maximum legal rent.
