ORDER ON MOTIONS TO SUBSTITUTE PARTY, TO DISMISS, AND TO REMAND

Because the Plaintiffs have initiated, but not completed state and federal statutory prerequisites to the filing of a civil action for medical malpractice, the Court dismisses this matter without prejudice as premature.
