This is the second suit brought by Street Improvement District No. 2 of the City of Paris, Arkansas, against that city; to enforce performance' of the provisions of Ordinance No. 228, passed by the Council of that municipality. The first suit reached this court, and the history of the ordinance is recited in the opinion in the case of City of Paris v. Street Improvement District No. 2, 206 Ark. 926, 175 S. W. 2d 199.
