OPINION

WARD, District Judge.

Plaintiffs have moved pursuant to Rule 23, Fed.R.Civ.P., for an order certifying this action as a class action. For the reasons hereinafter stated, plaintiffs’ motion is granted.

BACKGROUND

In this civil rights action, plaintiffs, on behalf of themselves and a class of similarly situated individuals, seek relief for alleged constitutional violations by defendant Administration for Children’s Services (“ACS”).
