LOWELL, District Judge.

The law is well settled in England and America, that courts of admiralty have jurisdiction of suits by foreign seamen for their wages against a foreign ship, or her master or owners who are found within the territorial limits of the jurisdiction of the court. As early as 1795, Judge Peters thus stated his practice: “I have avoided taking cognizance, as much as possible, of disputes in which foreign ships and seamen are concerned.
