DUVAL, District Judge.

Plaintiffs Dennis Theriot, Ann Rodriquez, Ronald Perrin, Norman A Ronquille, David J. Dowell, Iris C. Isenmann, Herman J. Car-bo and the Maplewood Civic Association, Inc. brought the instant suit against the Parish of Jefferson, et al. 1 (referred to in globo as “Defendants” or “Jefferson Parish”). Plaintiffs seek to have the Court declare the present configuration of the Third Councilmanie District of the Parish of Jefferson (“District 3”) unconstitutional contending that it constitutes an illegal racial gerrymander in violation of the Equal Protection…
