Neal R. Janvrin, et al. MEMORANDUM AND ORDER Andrew Cullen was arrested in 2011 for allegedly raping a mentally handicapped woman at gunpoint. The charges against him were dismissed prior to indictment and Cullen later sued Fremont Police Chief Neal Janvrin, Sergeant Adam Raymond, and the Town of Fremont.
