The City of Sherman which prior to 1895 had been incorporated under the general law as a city having one thousand inhabitants and over was, at the regular session of the 24th Legistature, 1895, incorporated as a city having ten thousand inhabitants by a special act. The act though special was by its terms made a public law, and the courts required to take judicial knowledge thereof.
