MEMORANDUM AND JUDGMENT

Jurisdiction is based on the Federal Tort Claims Act, 28 U.S.C. Sections 1346(b) and 2671 et seq., whereby plaintiff seeks recovery for damages allegedly resulting from the negligence of the defendant United States. The incident occurred at the second overlook at the George Washington Memorial Parkway in Arlington, Virginia.
