OPINION AND ORDER and ORDER OF TRANSFER

I. INTRODUCTION

This case continues to be subject to a defense motion to terminate its consent decree. Two state prison cases have been on my docket for many years. This case involves male inmates at the State Prison of Southern Michigan (SPSM) in Jackson. A similar case, Glover et al. v. Johnson, Case No. 77-71229, involves female inmates in Michigan prisons.
