Missouri Valley Drainage District No. 1 in Fremont County, Iowa, was duly established in 1923. This district includes a total area much larger in extent than the lands involved in this case. The plaintiff, Payne, is the owner of the south half of section 13 in township 68, and this land adjoins the east line of said township and the west line of section 18 in the township to the east thereof.
