OPINION
RIDGWAY, Judge:
This matter is before the Court following remand to the United States International Trade Commission.
In Celanese I, the Court sustained in part and remanded in part the Commission’s negative preliminary injury determination in the anti-dumping investigation of polyvinyl alcohol (“PVA”) imports from Taiwan.
