Dennis Payne appeals 1 from the judgment notwithstanding the verdict (JNOV) of the Circuit Court of Buchanan County for the respondent, City of St. Joseph, Missouri, on his petition in tort for damages for personal injuries he suffered from a fall at a landfill operated by the respondent.
