Jose Ventura Benavidez (Claimant) appeals an order of the workers’ compensation judge (the judge) granting summary judgment to Sierra Blanca Motors (Sierra' Blanca) and the Department of Corrections (the Department) and denying his cross-motion for summary judgment against Sierra Blanca.
