The sole question presented by this appeal is a constitutional one involving the validity of the extra-territorial provisions of Act 186 of 1957, which Act provides for the creation of City Planning Commissions in cities of the first' and second class. The question arose in the manner and under the circumstances hereinafter presently set out.
