KANNE, Circuit Judge.

Jose C. Santos brought a petition for a writ of habeas corpus under 28 U.S.C. § 2254, alleging that his state convictions in Wisconsin violated his rights under the Sixth and Fourteenth Amendments to the Constitution. There are two issues in this appeal. The first is whether trial counsel’s failure to advise petitioner of the collateral consequences of a felony conviction (i.e., deportation) constitutes ineffective assistance of counsel. The second is whether trial counsel’s failure to pursue a judicial recommendation against deportation amounted to ineffective assistance…
