Plaintiff in error was marshal of the city of Pawnee, and Mayo Bellew, a citizen of said city, filed with the mayor of said city of Pawnee amended charges against said marshal, alleging as follows :
“Comes now Mayo Bellew and represents to mayor and council the following state of facts:
