This is an action brought by Ronnie Mickens, formerly a Lieutenant in the United States Army, for declaratory, injunctive, and monetary relief against the United States and three of Mickens’ superior officers 1 for placing a letter of reprimand in his Official Military Personnel File (OMPF).
