These actions were commenced by the gas companies of Wichita, Hutchinson and Newton to enjoin enforcement of sched*221ules of rates for the sale of gas in those cities, and to enjoin the public service commission from preventing the gas company from putting into effect a rate scheme known as the three-part rate. The issues were referred to a referee, and the cases were heard together.
