Mr. Olen York (hereinafter “the petitioner”) seeks a writ of prohibition to prevent the West Virginia Office of Disciplinary Counsel (hereinafter “ODC”) and the West Virginia Lawyer Disciplinary Board (hereinafter “LDB”) from proceeding against him in an attorney disciplinary matter.
