POLLACK, District Judge.
Plaintiff pro se, a state prisoner, brings this purported class action suit on behalf of all the prisoners at Rikers Island (New York City Adult Remand Shelter, East Elmhurst, New York) for a declaration that New York Penal Law § 70.30(4)(a) and (b), McKinney’s Con-sol.Laws, c. 40, violates the Equal Protection Clause and for an injunction against further enforcement of the challenged section.
