We are concerned here with the question whether the Labor Relations Commission (commission) may conduct a hearing and render a decision on a probation officer’s prohibited practice complaint against the Chief Administrative Justice of the Trial Court in the face of his claim that art. 30 of the Massachusetts Declaration of Rights, concerning separation of powers, and principles of absolute judicial immunity bar the commission from proceeding.
