SLOVITER, Circuit Judge.
The promulgation of the Federal Rules of Civil Procedure, with their emphasis on securing “the just, speedy, and inexpensive determination of every action,” Fed.R.Civ.P. Rule 1, initiated a revolution in the litigation process in the federal courts in this country. Although those rules were not applicable to foreign litigation, they were not without influence.
