Appellant, the City of Port Arthur (the City), appeals the district court’s striking of its plea in intervention. We will affirm.

Background

On December 18, 1997, appellee Southwestern Bell Telephone Company (SWB) filed an application for rate group reclassification with appellee Public Utility Commission (the Commission).
