RUIZ, Associate Judge:

Petitioner, Washington Gas Light Company (“WGL” or “Company”), appeals a decision by the District of Columbia Public Service Commission (“PSC” or “Commission”) directing WGL to keep its Anacostia customer service center open. First, WGL contends that the Commission exceeded its statutory authority and that its decision impermissibly interfered with WGL’s management decisions regarding the Company’s operations.
