March 7, 1871, the general assembly passed an act authorizing and directing the commissioners of the sinking fund to sell all the stock owned by the commonwealth in the various turnpike-road companies in the state.
The commissioners were authorized to sell at such times, in such manner, for such price, on such terms and conditions, and upon such time, not exceeding ten years, and upon installments as they might deem best calculated to secure the highest price and the best interest of the state; and in order to facilitate the sale and the discharge…
