Qiu Hua Chen, a native of China’s Fuji-an Province, petitions this court for review of a decision of the Board of Immigration Appeals (“BIA”) denying her motion to reopen her removal proceedings to apply for asylum based on changed country conditions. Chen’s motion alleged that, following the denial of her original asylum application, Chinese officials had intensified their enforcement of coercive family-planning regulations.
