Plaintiff Charter International Oil Company (“Charter”) has brought suit against the United States, as well as several federal agencies and officials, (“United States”) and Texaco, Inc., Texaco Exploration and Production Inc., and Texaco Refining and Marketing Inc. (“Texaco Defendants”). Charter seeks compensation for the cost of cleaning up a contaminated piece of property which Defendants previously owned.
