In a proceeding pursuant to CPLR article 78, inter alia, to review a determination dated March 16, 1983, of the respondent Town Board of Harrison, denying the petitioner’s application for a special exception use permit, the appeal is from a judgment of the Supreme Court, Westchester County (Silverman, J.), entered February 1, 1989, which annulled the determination, and directed the Town Board of the Town of Harrison to grant the special exception use permit.
