Pro se Plaintiff Reginald Blue is a black man who worked as a law-enforcement officer for the Environmental Protection Agency from 1992 to 2008. See Compl., ¶¶ 8, 12. In 2010, he brought this suit alleging that he had been repeatedly subject to racial discrimination while employed at the Agency and was later fired for complaining about that discrimination, both in violation of Title VII of the Civil Rights Act, 42 U.S.C. § 2000e, et seq.
