OPINION

SMITH, Chief Judge.

This case is a direct-access appeal from the contracting officer’s denial of plaintiff’s requests for equitable adjustments, and comes before the court for disposition following a ten day trial. This dispute arises from a September 24, 1982 contract between Southland Enterprises, Inc. (South-land) and the United States Department of Interior, National Park Service (Park Service) for the construction of a roadway and bridges.
