This is an original proceeding in mandamus. The petitioners are the United Mine Workers of America (UMWA), a voluntary association and international union representing mine workers throughout West Virginia, and David E. Ward, an authorized representative of miners employed at the Harewood mine in Payette County, operated by Armco, Incorporated.
