McGOWAN, Circuit Judge:
This statutory review of an order by the National Labor Relations Board presents no disputed matters of fact. They were stipulated by the parties, and the issues they raised were resolved by the Board without the intervention of a trial examiner. The Board found a violation of Section 8(a) (5) by the intervenor-employer, but it dismissed the complaint because it thought no remedial action was necessary.
