Judd (“appellant”) protests his discharge from the Library of Congress on the grounds that the Library violated the Rehabilitation Act of 1973 (“Rehabilitation Act”), 29 U.S.C. § 791 et seq. (1982 & Supp.1988), section 201 of the Comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment and Rehabilitation Act of 1970 (“Alcohol Act”), 42 U.S.C. § 290dd-l (Supp.1988), and certain Office of Personnel Management (“OPM”) and Library of Congress regulations when it fired him.
