Five years ago F. L. Crowder, trading as Harriman Broadcasting Co., interven- or on this appeal and referred to as Crowder, applied to the Federal Communications Commission, appellee, for a new standard broadcast station in Harriman, Tennessee. Folkways Broadcasting Company, Inc., appellant, is the licensee of AM radio station, WHBT, in Harriman. It petitioned the Commission to deny Crowder’s application and alternatively to designate it for a hearing on issues set forth by Folkways.
