Plaintiff David Williams, proceeding pro se, instituted this case on July 22, 1985 seeking injunctive and monetary relief against numerous defendants (a) for various alleged violations of constitutional rights pursuant to 42 U.S.C. § 1983, and (b) asserting pendent jurisdiction for tortious conduct under Maryland law.
