This matter came on for hearing on July 15, 1975, in Durham, North Carolina, on the plaintiffs’ motion for a preliminary injunction restraining the defendants from enforcing two municipal ordinances of the Durham City Code relating to the prohibition of the massage of private parts for hire and the licensing of massage businesses and persons performing massages.
