On September 28, 2006, Nicholas Ribau-do filed a petition for extraordinary relief in the nature of a writ of mandamus wherein he asserts that the Secretary of Veterans Affairs (Secretary), through the Chairman of the Board of Veterans’ Appeals (Board Chairman), “has disobeyed this Court’s decision in Haas v. Nicholson, 20 Vet.App. 257 (2006),” by issuing Board Chairman’s Memorandum 01-06-24 (Sept. 21, 2006), which unilaterally imposes a stay upon all cases affected by the Court’s decision in Haas.
