We granted certiorari to review the court of appeals’ decision affirming the district court’s judgment that the City of St. George did not award'Cal Wadsworth Construction (“Wadsworth”) a contract to construct improvements to a municipal airport terminal building. Cal Wadsworth Constr. v. City of St. George, 865 P.2d 1373 (Utah Ct.App.1993), ce rt. granted, 878 P.2d 1154 (Utah 1994).
