The State of California appeals from the district court’s refusal to grant a preliminary injunction to halt construction of two hotel-casinos in the Lake Tahoe Basin (the Basin). We affirm.
In order to protect the natural resources and ecological balance of the Lake Tahoe Basin 1 the states of California and Nevada in 1968 entered into a compact to create a regional agency with extensive powers to regulate and control development within the Basin.
