Before the Court are the parties’ cross motions for summary judgment. The Plaintiff, Rev. Paul R. Powell (“Powell”), initiated this action against Defendants, the Town of Georgetown, Indiana (“Town”), and members of the Town Council: Mike Mills, James E. Tripure Jr., Patti Denison, Kathy Haller and Jerry Brock (collectively the “Town Council”).'
